I envisioned a game where you had to SOLVE cases beyond a reasonable doubt - not 'solve' a case just to move on to the next one. I figured you might have a case going and come to a dead end - maybe you are missing a key clue or you failed an interrogation, or you just don't have enough evidence to close the case. Then later you might be working another case and pick up on a clue to help solve an earlier case that is still open. Or maybe there are certain sections of the game that remain locked until you correctly solve an earlier case.
